Your PS3 must be connected to the Internet.
DNS stands for "Domain Name System." A DNS service/server is what translates the name of the website or server you are trying to connect to into the IP address that matches it. This is something that has to take place for your game console to make the right connections. There are a handful of reasons you might want to consider using different DNS settings on your PS3:
You might speed up your connection
Third-party DNS servers can sometimes be faster than your ISP's default DNS servers. This isn't always the case though, and will largely depend on how close the third-party DNS servers are to your home or office and how they compare your ISP's DNS servers. For this reason, if you are having connectivity issues, trying a different DNS server may be beneficial.
Your connection might be more reliable
If your connection seems unreliable, changing your DNS settings might be an easy way to see if that's the problem. Your ISP may be having trouble keeping their DNS servers up and running without any issues, and this can result in slow or interrupted connections on your console. Switching to a more reliable DNS server may resolve this.
May be looking to access content that's not available in your region
Some ISPs or networks in other countries block content at the DNS level, a third-party DNS service that doesn't block that content may help you get around those restrictions.
