"AP Isolation" or "Wireless Isolation" is a setting available on some home routers that makes it so each wireless device is not allowed to talk to other computers on the same network.
In most cases, this is enabled on public networks (such as hotels, conference centers, coffee shops, etc.) to protect the guests of the business from someone attacking on the free Wi-Fi. In most cases, a 'Guest' network provided by a home router will have the same option enabled as well.
Each router is different, and there are hundreds of models by dozens of manufacturers available. Check your router's settings, and make sure "AP Isolation" or "Wireless Isolation" is not enabled.
